General Manager of the Lagos State Building Control Agency (LASBCA), Gbaye Florence, has implored building owners and developers to prioritise Certificate of Completion and Fitness for Habitation immediately after the completion of their constructions.
She explained that it is mandatory, according to the State Building Codes and Regulations for Building Owners and Developers, to obtain the certification.
According toher, before the issuance of the mandatory certificate, the owner or developer must have got all requisite building documents consisting of Building Plan Approval from the Lagos State Physical Planning Permit Authority (LASPPPA), Letter of Authorisation to Commence Construction and a Green Sticker from LASBCA, among others.
She said: “The Letter of Authorisation to Commence Construction and a Green Sticker indicate that LASBCA is supervising every stage of the building construction through Stage-by-Stage Inspection and Certification of the building process. A Certificate of Completion and Fitness for Habitation is issued to the building owner or developer after any building construction, indicating that the building is safe, secure and fit for human habitation.”
Gbaye also emphasised that the issuance of the Certificate of Completion and Fitness for Habitation is not only for newly constructed buildings but also for existing buildings, as this would help building owners and developers obtain relevant documents they do not have, and also to ascertain the structural stability of the buildings.
She added: “For any existing building to be issued the Certificate of Completion and Fitness for Habitation, the building owner or developer must carry out Non-Destruction Test (NDT) to ascertain the Structural Stability of the building, and this is done by the Lagos State Material Testing Laboratory (LSMTL).”
