In 1987, Mr. Lawal Mohammed Alade Pedro, SAN, was just an ordinary State Counsel (Level 8 Civil Servant) in the Lagos State Ministry of Justice. Fresh from the prestigious Ahmadu Bello University, Zaria, with a 2nd Class Upper Degree in Law and after graduating from the Nigerian Law School, his initial plan was to spend just two years in the Ministry and then move back to private practice.
However, fate had other plans. Pedro’s dedication and hard work in the civil service led him to rise through the ranks. He eventually became the Solicitor-General of Lagos State and Permanent Secretary of the Ministry of Justice in 2008. In the same year, he was conferred with the prestigious rank of Senior Advocate of Nigeria (SAN), becoming the first State Counsel in the Public or Civil Service of Lagos, and any State in Nigeria, to achieve this rank.
On September 13, 2023, Governor Babajide Sanwo-Olu appointed him as the Attorney General and Commissioner of Justice for Lagos State, making him the first individual to rise from the position of State Counsel to Commissioner within the same Ministry.

A Brief Biography
Born on October 6, 1961, in the Brazilian Quarters Area of Lagos Island to the families of Libento Momo Pedro and Ojutiku-Ewunmi-Oshodi and Ambose Branch of Akinsemoyin Royal Family of Lagos, Pedro’s early education included Christ Church Cathedral Primary School, Anwar-Ul-Islam College, and Methodist Boys High School, where he obtained his West African School Certificate and Higher School Certificate.
After graduating from Ahmadu Bello University in 1985, he attended the Nigerian Law School and was called to the Bar in 1986. He completed his mandatory National Youth Service from 1986 to 1987 as a Legal Officer at the Ibadan Western Regional Office of First Bank of Nigeria Plc. He then worked as a Barrister in the chambers of Dele Akinmusuti & Co.
Passion for Service
Joining the Lagos State Ministry of Justice in December 1987, Pedro’s goal was to master the law and its application in upholding justice and equity. He worked tirelessly, often being the first to arrive and the last to leave the office. His dedication and successful litigations in court on behalf of the Lagos State Government quickly earned him promotions, culminating in his appointment as Head of Civil Litigation Department in 2001.
Pedro also played a significant role in prosecuting the alleged killer of Mrs. Kudirat Abiola, wife of Chief Moshood Abiola, the acclaimed winner of the 1993 Presidential election.
Floods of Recognitions
In recognition of his exceptional hard work and dedication, Pedro was elevated ahead of his seniors at the Bar and Service to the position of Solicitor-General and Permanent Secretary, Ministry of Justice in 2008. In December 2008, he was awarded the prestigious rank of a Senior Advocate of Nigeria.
Pedro had the privilege of serving under three Attorneys-General of Lagos State, contributing to many landmark victories in court on behalf of the state government. He also served on various committees and played a vital role in the development and execution of several programs in the Ministry.

Pedro never hesitated to stand his ground when he believed the government was wrong or liable in any legal dispute. He was known for speaking truth to power, even when it meant going against the government’s stance. Mediation Expert, Author, and Active in Politics
Pedro is not just a lawyer; he is also a fellow of the Chartered Institute of Arbitrators Nigeria, a Certified Mediator, and an author of law books. His active involvement in politics led to his roles as Legal Director in the Independent Campaign Group (ICG) and Legal Director of the Independent Campaign Council (ICC) of the APC in Lagos State during the 2019 and 2023 elections.
