Speakers frustrating legislative autonomy, PASAN alleges

Civil servants working in the various state Houses of Assembly, under the aegis of Parliamentary Staff Association of Nigeria, have alleged that speakers of the states parliaments are not pressuring governors to sign the bill for the financial autonomy for state legislature.

This was contained in a communiqué signed by PASAN’s National President, Mohammed Usman, and Secretary General, Hammed Awobifa, after the 19th meeting of the National Executive Council in Abuja on Thursday.

The communiqué issued on Friday explained that the NEC deliberated on a wide range of issues affecting the welfare of her members and progress report on the financial autonomy for the legislature.

The communiqué partly read in part, “National Executive Council in session is displeased at the breach of the Memorandum of Action entered with the Governors Forum. NEC in session is disappointed at the Speakers of the Houses of Assembly’s lackadaisical attitude for failing to pass the necessary legislations and their inability to influence the governors to sign same and set up necessary apparatus for the proper implementation of the autonomy.”

The communique added that the NEC supported the five years extension of service years for the National Assembly and the State Houses of Assembly staff members.
