Family members of a 49-year-old chattered surveyor and valuer, Emeka Okoronkwo, who has been in detention at the Force Criminal and Intelligence Department, FCID, Alagbon annex in Lagos, have raised alarm that he collapsed in the cell after he was allegedly chained and tortured by policemen.

Spokesman for the family, Stanley Okorokwo, told newsmen that his brother was detained by the Inspector-General of Police Monitoring Unit at Alagbon after he had a disagreement with a business partner over the purchase of 150 plots of land in Lekki area of the state at N787.5 million.

Police However, he stated that the story was turned around “by purveyors of impunity and oppression by a cabal who disseminated propaganda on the social media alluding that fraudster sold Lagos Lagoon for N787.5 million.”

He disclosed that while in the cell, his brother was placed on leg chains and could barely walk when he was brought out the next day.

He said: “He had lower abdominal pains and difficulties passing urine. His lawyers interviewed him in the presence of the IPO and he informed them that his legs were chained at about 4p.m. and taken off at about 12 midnight when the other inmates raised the alarm that his feet had swollen and that he was in pains.

“He was subsequently rushed to the Police hospital on November 15. He was administered first aid and rushed to the hospital by the Police prosecutor in the company of the Police doctor.”

Describing the allegation levelled against his detained brother as false, the family spokesman explained that “the land in question is a Lagos State Government scheme and is covered by a Certificate of Occupancy.

“A land search was conducted by the law firms of both parties prior to its purchase to authenticate the documents and who the owners were. The C of O was found to be valid and the land unencumbered.

“The land itself is described in the survey plan attached to the C of O, which same survey plan was used as the description in the Deed of Assignment conveying all 150 plots to the purchaser by the owners of the land.

“The receipts for all of these documents were duly acknowledged by the business partner by e-mail, on receipt.” Contacted for comments, the Force Public Relations Officer, Moshood Jimoh, told newsmen:

“He (Okonkwo) is being detained on order. We have a remand and warrant order pending prosecution. That is all I can tell you now.”
